When I plug it into power and the USB into the PS3, it doesn't do the left/right turn check thing, whatever it's called. Because of that I can't use it. Any ideas on how to fix this?

If you have a multimeter check if power comes to the end of the supply cable. But if you're saying that the cable is clearly damaged, you might have answered your question here yourself.

I don't have one. Any way I can fix the cables or do I have to replace them? (though I doubt anyone can do it where I live in the first place)

Depends on where they're broken. You can just cut out the broken part and splice them back together. This might not work if it's right at the connector or so. If it's broken not right at the supply end, you can just get a lenght of similar cable and a suitable DC jack to put on it. Any electronics parts store will have those.

Well, it's bent just under the connector (where you plug it to the wheel).
In which case I'd first confirm with a multimeter or some other way (you could try connecting up a light bulb or a little toy motor to the plug) that there indeed isn't power coming to the end of it. Then your best bet is to get a replacement DC plug and put it on the shortened cable.
