...no, of course not.

You only need PS+ for multiplayer (playing through Lobby and Daily races)

While I don't play online, I still wouldn't pay for PS+ either after the price increase...

Edit: Oh, and of course you need PS+ for the Meeting place, now Paddocks

Do you need a PS Plus account to access the Paddocks that comes with update 1.40? I have PS plus but my friend doesn't so he can't do Sport mode but can he at least access the Paddocks?

Paddocks is part of online multiplayer, and PS Plus is required for all online multiplayer (except in free-to-play titles). So yes, you need it to access Paddocks.
