Some times when I have minor contact with an other car, a message pops up saying Car Contact (0x ->4x). What does the "(0x ->4x)" bit mean?

The 0x means you had very slight contact - so slight that you are not penalized for it.
The ->4x means that the other driver incurred some points within 4 seconds of the incident and you've 'inherited' those points as a result.
Anytime you get a 0x the 4 seconds clock applies.

Indeed, but in my experience its a bit buggy.

I hit somebody very slieghtly and i send him off track recieved 0X and the other driver 1X.

One car hit a other car and makes them spin both only get 0X

A car hit me, no big deal 0X. but close to 4seconds a third car hit the car who hit me and they crashed. i got 4X also. This is not bug but really unfair.

i have or see this sort off things very often.

The penalty system in iRacing is not always accurate. If you are on neutral and accidentaly put on reverse, it automaticaly gives you a 2x thinking you span up.

I never had that before however once i when i parked my car (Riley) i got 2x loss control.

I also still hate the fact you get 1x off track when you hit the grass barely whit one wheel. or when you hit it whit 2 wheels to avoid a incident.
In real life they hit the track edges all the time whitout a penalty. In Iracicing its a crime. I understand they make it a bit harder at some corners like chicanes to prevent corner cutting. Or when you go whit 4 wheels off track. But most of the time its so stupid.
