Basically you have to get used to how fast your car can rev from idle to max rpm, you want to wait until the last moments of the countdown then give full gas so it hits a high rpm but you don't want it to bounce off the rev limiter. Every car is different as some rev up fast some very slow ie: low horsepower cars like front wheel drives. Try that and watch to see what rpms it is around when the car engages the run, thats what an rpm launch is.

Yes, its allowed for leaderboard times. It's also known as a "timed launch". You usually want to launch at the rpm where the torque peak is or thereabouts....there are a few exceptions though.
I always get a good laugh online when people try and rev launch! It's possible tho, just gotta be quick..
