What are spec versions of the game? What would it be and how it differs from an update like 2.02 as ex

2.0 is a significant update...many fixes and added features. A 2.1 update will be some features and a few fixes. A 2.01 will be minor bug fixes and few, if any, added features.

If you are looking for specific changes, I'm sure there is information on the forums and on PD's official GT site.

Each whole number update (1.0, 2.0 etc.) tends to bring very large changes/improvements.

Whereas decimal updates (1.02, 2.04 etc.) tend to bring minor changes.

For e.g 1.0 would be New cars perhaps, whereas 1.02 would maybe just patch a glitch.*

The theory is that full number changes are the biggest changes, and so on and so forth.

However, the very first patch after Spec II had just as many, if not more, changes as Spec II did, so PD isn't very consistent on what it means anyway.
