I wouldn't worry that much. The temperature was most likely measured by a Chinese thermometer, which means the actual temperature was closer to -2C.
 
EESH! Why don't they take the poor building out of its misery before it crushes a BUNCH of people?

They were trying to demolish it and failed, hence why it's still half up. Rest assured that it is now leveled.
