Depends on the car... if it's a high HP, no-handling beast, drop the 20k on tires and cheap suspension. If the HP is low but handles well, fill up on the cheaper HP boosters and get tires.

On almost any car, tires will get you further than any other single enhancement.
 
Better tires. They are the biggest factor in terms of car performance. Much more important then power, weight or suspension. Cheaper as well.
 
Even the suspension which comes for 4500cr is worth it if you have the time to fine tune it. It can shave seconds of your lap time.
 
Weight reduction and tires seem to help the most, but as already said, if its light and handles well I'll add an ECU, Exhaust, and whatever other power addons give the highest boost.
 
I put some new paint on it and don't stop until I'm happy with how it looks. Next I put some hard sport tires on it. Bank the rest.
 
I drive it first and see what it needs, come to the conclusion that if it needs to be faster I have plenty of other cars for that, then put some stickier/less sticky tyres on.

If I have a target in mind for a particular car (a certain race, make it a drift car or to make it handle like it's on rails) then I'll achieve it, but if I buy it for no reason other than because I want it, then I'll probably leave it stock. Also I do buy cars just to drive them stock so I do that a lot, too, though I don't count a different tyre type as a modification. I refuse to believe things like the Enzo handle like that fresh from the showroom...

I mostly just buy a car for the specific event (example gallardo championship) and do that to it and i'm good to go.
 
Test drive it, and depending on what I find via the test drive I spend allocating to what I feel is most needed.

So you've just brought a new car! Yay! but youve only got 20k to spend on it :o What essentials do you buy?

Not necessarily important, but you can replace the air filter, ECU, and... something else for maybe a 10% combined horsepower increase for just under 2,000 (1,000 for the ECU, and then 500 and I think 450 for the other two). You may not be starving for horsepower, but considering that these things are practically free it's hard for me to ignore them. Oh, and the oil change of course, as someone would be officially retarded to pass up on that virtually-free horsepower.

I know, I know, it's not all about horsepower. I'm the first to argue that, myself. I'm just saying that these things cost next to nothing and offer so much bang for so little buck. If someone comes up and asks, "Would you like a bunch of free horsepower?" who would say "no"?
