Pretty much this. Pretty much the only reason adaptations exist at all with anime is to serve as an advertisement for the source material. Adapt something, move onto the next series. Future seasons can come only if it's profitable enough (It sold enough discs, good boost to the source material, etc., it's how those on the production committee benefited), and they feel they can further boost the sales. Once sales peak, it's most likely done for for more seasons. Doesn't help that with like discs, sequels very rarely sell as well, or more than the previous season.A lot of the purpose of LN adapted anime is to promote the source material. Seeing as the S&W novels are finished, I would not count on an S3 ever coming out. It's a shame because the anime was quite enjoyable and interesting. Also because I don't really like LN's that much and will be missing out on the rest of the story.
S1 of Spice & Wolf BTW did 8,957, S2 did 5,071. If they did a S3, the discs would have been like 3K or even worse. Though Kadokawa these days doesn't give very much of a crap about disc sales.
