It means you can go get driver training, level up, and get upgrades. yes.

Hm, when I was at a car show on saturday, my friends cousins car had a DVD setup in the boot and he was showing the NZ Drag Nationals. Some guy had a civic I think it was, a PRO civic not a 'rice' civic. It had huge front wheels, and when he took off he busted a drive shaft and ended up resorting to a 3-wheeled scooter. He ran 35.00 seconds.
