I think mostly that the exhaust, clutch and flywheel because this improves acceleration and top end power.
Here some pic's, its mi RX7 95 model with only Turbo 2, Semi suspension, 2LSD, Clutch&Fly, Weight Reduct 1, Race exhaust, road tires+Racing sports soft.

I Always get suspension first (fully custom), then I go for the clutch/flywheel/driveshaft (if available). I always leave power upgrades for last, unless the opposition is blowing me away on the straight.

I do the tranny first, but usually just the clutch, flywheel, cam/driveshaft (if available), Full suspension, stock tires, no weight reduction, no screetchy/whinyy exhaust, ditto on the chip, and if is a turbo car i go for the ...$h!!t i just had a blond moment...cant remember the name ... intercooler.

I Like to keep the race fair...

unless i get blown, i go for the other upgrades...But usually I can catch up on the corners
