The Havana outfit, I like to hang around Little Havana a lot and I just gotta wear the local colors. 
That trick about parking a bike in the entrance to hop on it and reach the outfit, once it gets bumped away from the entrance, does work though, it's kinda "pixelated" and you have to 'fall through the floor' but you can get it that way.
