Clearly Plasma.
Exhibit "A":

What appears to be a blue plasma beam is being shot directly from his mouth. Fire is not blue very often.
Exhibit "B":

This time the plasma beam is green, once again a colour not commonly associated with Fire.
I rest my case.

I thought I saw him shoot freeze breath once too. He froze power lines or something and then marched through them.

Ever since I was a kid he has shot flames. They even say he has fire breath in the movies, I think.
