Dang I have so many favorite games, to narrow it down is very difficult. You said not to list Forza 4 so I wont include that one. I will try and list my top 5 in no specific order.
XBOX360
1.Halo 3 (Amazing 4 player co-op campaign along with fun multiplayer) Halo Reach is also fun just not as good of a co-op campaign.
2.Saints Row 2 and 3 (full 2 player co-op campaign sandbox game)
3.Crackdown 1 and 2 (the innovation to co-op sandbox games)
4.Test Drive 1 and 2
5.Skyrim
PS3
1. Killzone 3 (Incredible co-op campaign)
2. Uncharted 1,2,3 (1 and 2 were my favorite)
3. Little Big Planet

It really comes between these three:
Super Smash Bros (N64)
Was, and still is a great game. Its perhaps the only fighter anyone can play. Great game for friends to play too as its a party game at heart.
Need For Speed Most Wanted (X360)
This game takes from Hot Pursuit 2 and made it open-world, cop-chases were what kept this game going after you won the career mode. The plot was awesome too, for me what drove me to continue was the anger I had towards Razor and his M3 GTR.
Street Fighter II: The World Warrior (SNES)
No I'm not talking about Turbo or Super Street Fighter II, The World Warrior sold the most and to me is the best arcade to home console port ever made. The soundtrack sounded so much better in 16 bit, the movements were smooth and it played excellent. Like Super Smash Bros, you can bring friends along to duke it out, however you can only bring one, instead of Super Smash Bros' three and thats a low blow.

Just finished all 3 in the past week. I had never played them and a friend had the entire series. Lots of late nights playing let me tell you.
Great games indeed. Liked the 3rd the best except for the end being a bit too easy.

My favourite game of all time is one of these three:
SSX 3 (2003):
This was one of my first PS2 games and i've completed it numerously. The Free Roam was pretty good and the gameplay was the best in the series IMO.
GTA San Andreas (2004):
Simply amazing. You simply cannot hate this game (Unless your name is Jack Thompson). There is so many things to do in this game.
Burnout 3 (2004):
This game... well its about crashing into things but that doesn't mean it isn't fun as hell. Taking down rivals in races is very rewarding and even though there is no free roam (a la Burnout: Paradise) this game has a certain charm that Paradise doesn't have IMO.
I loved my PS2.
SSX 3 (2003):
This was one of my first PS2 games and i've completed it numerously. The Free Roam was pretty good and the gameplay was the best in the series IMO.

The one part I hated about the 3rd was the desert level. What a total waste of time most of that level was. You just walk and walk. Some of that game felt a little rushed. Oh well everything else was great especially the vertical gameplay inside the ship. That was epic! Excellent series for sure.Just finished all 3 in the past week. I had never played them and a friend had the entire series. Lots of late nights playing let me tell you.
If you havent played Killzone 3, make sure you check it out. Miles ahead of KZ1 and KZ2. KZ3 is truly in a league of its own. The only game on the 360 that is even comparable is Syndicate but mainly because of the gameplay hud.

Now I've thought about things a bit more I think my top 5 would go something like this
1. GTA: San Andreas (It was simple fun, and there were countless things to do)
2. Gran Turismo 4 (Me and my dad were awful at it but with many tries managed to at least bronze every license)
3. MotorStorm: Pacific Rift (First game I played on this generation of consoles, kept me busy for just over 400 hours, it was tough as well)
4. Blur (Amazing close races both on and offline)
5. Gran Turismo 5 (Online free run. I loved how I could change my car whenever)
Although right now my favourite game is Black Ops 2 that will probably change again in a few months.

I liked GT5 for it's ability to allow the player to change colours...then I came to FM4!!
