You could always set up a tourny with a bracket board, I too want to see who I can beat of the self proclaimed fastest GT5 guys.
Truth to be said, the question is impossible to answer. You only can find the fastest player on a said combo on a said time, and within the group of people that try it. The op's question is far far far too general to be answered at all, there really is not such a thing as a "generally fastest GT5'er" (that's the impression I'm getting the op asks for).
But you have to agree - there are some players which are on top at every event they enter, such as:
Ti-Tech85, DHolland, Zocker, Eddskill, Zoky_Cro, Mad94d, you just to name a few;

Considering the nature of gameplay in GT5, I would say Sebastian Vettel would be pretty good at it.

Just to put out a point it isn't always about being fastest when looking at the TT boards, like doing the same car as the leaders they may get as an example 1:40 and I get 2:00, it's more down to tuning in gt5, I know this as when on xbox on games like pgr4 (no tuning), forza 3 (top setups publically available) and dirt 3 on ps3 (very limited tuning) I hold many top 50 records whereas gt5 I'm lucky if I get in 10000 because I don't know how to tune being honest. Whereas on an equal playing field on the mercedes seasonal I got top 600 with a ds3 and my top record on pgr is about 13th on a track.. So being fast doesn't just mean seeing a time on the track, I'm sure there are other people like me who would be a real threat in top 100 areas on equal playing fields (like also how people with wheels generally go faster)
I will agree with that, it is amazing he has managed to top every EU GT Academy leaderboard. I like his aggressive driving style, same goes for Dan. Edward has a smoother approach and I like his style too.Yes, Ti-tech always races with ABS off. IMO he is the fastest GT5r out there.
I'm not very good with the pad and managed to get into the Top 250 with a pad on the Mercedes seasonal. I don't think setups make a huge difference, like you I don't know how to tune but doing baseline setups you can still get into the Top 250 quite easily as the seasonal leaderboards are usually less competitive. Just make sure you max out PP and use the same car as the top people on the leaderboards. Setups of course matters. Between two setups in GT (and in this case both would have the same power and tires while downforce settings & gearbox ratios would be close enough to be at the same ballpark), I'd say at a track like Suzuka there's max. 1-2 seconds difference between a good and a bad setup. 20secs is a bit overkill, but you made your point, R35
And d-k, I still think that the fairest way of comparing pure ability is with unlimited laps. This way the guys with less experince can catch up & reach their maximum performance. Otherwise the guys with greater experience are always miles ahead in said combo. But I agree, the iRacing way has it's own good sides, like finding the ability to make a lap when it counts. Not everybody can do the best they otherwise could in a 30min session, for example. That's a skill of it's own, and a very substantial one for a 'race driver'👍
