I think it's down to the fact of customers/developers patience and the hardware on the PS3.
We all know we had a massive wait for GT5, so long in fact that polyphony released gt "prologue" to keep the fans happy. Detailing over 1000 cars to where they all have the same detail as the rest would have taken a long time. A time so long not all customers would want to wait that long. Polyphony would have ran the risk of losing customers and another game on the PS3 platform (GT6 came out near the end of the PS3's life time obviously) Overall it would have been best to lose a bit of detail on some cars to keep GT fans relatively happy with the series. In GT6 the standard cars are more detailed but they still are lacking in design from the other premium cars. Polyphony didn't spend much of their time working on the detailing of all 1400+ cars that went into GT6 since they didn't have time as they wanted the game to be for the PS3 as they were busy working with businesses on the side (such as those companies with suspension and tires) Also, they've stated that they made GT6 utilize the most of the PS3 as possible. So maybe that played a part in it as well.
Maybe in GT7 we'll see a big leap of design in all cars, however they expect the game to come out sometime next year. This leaves them with little time. And since Kaz has said that standard cars will still be implemented on GT7, this is (hopefully) bitter sweet . Hopefully they're working on improving car sounds, physics, aerodynamics, customization etc in GT7 and it'll be easier to make games for the PS4 so we should see some improvements all around in GT7 They'll also be in GT7 because he doesn't want to take them away from people who actually like them. He said that he's sure some of them are some people's favorite and he doesn't want to take that away from people which is totally understandable and respectful in my opinion
