No you open up the rar file and it is full of STO files.

ok then the problem for me is I don't have a program to open it, any recommendations?

You don't need to open the .sto file outside of an iRacing session. iRacing reads that file, it's an iRacing file only.

You "open" it once you're in a session and it should appear in your "my setups" folder in the garage menu.

Check this setup out. Was running 1'30s at Okayama pretty easily. It seems pretty good at Mosport too, maybe a little too much ARBs.
