For each update released, there lies the potential for changes undocumented in the initial patch notes. Please report any Undocumented changes you find in the current update and I'll update the OP as much as possible to reflect those changes found.

1. It is encouraged that you make an effort in verifying these changes as much as possible.
2. If you need help from the community to verify something, don't be afraid to ask.
3. It is strongly advised that you be as specific and detailed as possible with the information including a brief description of the bug or improvement before it was fixed/changed (if applicable) and how. If English is not your first language that's ok, just do it to the best of your ability.

Main Features Implemented
1. Campaign Mode
- The following events have been added to the “GT League”:
・ Beginner’s League “Stars & Stripes”
・ Amateur League “Dream Car Championship”
・ Professional League “F1500 Championship”
・ “Sunday Cup” Round 6 and 7
・ “Clubman Cup" Round 6
・ “Premium Sport Lounge“ Round 4 and 5
・ ”Porsche Cup” Round 2
- "Monza Circuit" has been added to the “Circuit Experience”.

2. New Cars
- The following 12 cars have been added:
・ Alpine A110 1600S '72
・ Alpine A110 Premiere Edition '17
・ Audi R8 4.2 FSI R tronic '07
・ De Tomaso Pantera '71
・ Dodge Challenger R/T '70
・ Ford Mustang Mach 1 '71
・ Gran Turismo F1500T-A
・ Lamborghini Aventador LP700-4 '11
・ Subaru WRX STI Isle of Man Time Attack Car '16
・ Subaru Falken Tires / Turn 14 Distribution BRZ '17

3. Tracks
- The following 4 layouts for the "Blue Moon Bay Speedway" track have been added:
・ Blue Moon Bay Speedway - Infield A
・ Blue Moon Bay Speedway - Infield A II
・ Blue Moon Bay Speedway - Infield B
・ Blue Moon Bay Speedway - Infield B II

4. Scapes
- “Snow” has been added to the special featured section.
 
5. Brand Central
- Additional Scapes spots have been added to Volkswagen.

6. Livery Editor
- When editing a vehicle with an existing livery such as a race car, the existing livery will no longer be removed until you start editing the paint, decals, or racing items. (When only the design of the wheels is changed, the original decals will be maintained);
- Added “Exposure Adjustment” to the livery editor options;
- The lowest value limit for the brightness of Black paint has been lowered.

7. Discover
- Added a [Recommended] page;
- Notification of users who liked or reposted your content will be displayed;
- You can now preview the liveries of cars within the car livery.

8. My Library
- It is now possible to preview the liveries of cars in the car livery section.

9. Race Photo
- The target car name is now displayed in the panning shot settings.

10. Sport Mode
- The Sportsmanship Rating (SR) and penalty judgement algorithms have been improved;
- In a collision between two cars, a penalty will now be added to the Driver Rating (DR) as well as incurring a Time Penalty depending on the situation;
- If a driver continues to drive without complying with a certain amount of Time Penalty, additional time penalties will be added. (The additional penalty depends on the DR);
- A driver may now be disqualified from a race if the number of collisions and shortcuts they accumulate becomes too great;
- Cars over a lap behind will now be ghosted and will not be subject to collisions. (Only enabled in Sport mode);
- It is now possible to submit grief reports for misconduct of other users.

11. Physics Simulation Model
- The active brake controls for the 4 wheel drive system (S-AWC) used in the Mitsubishi Lancer Evolution Final Edition '15 has been adjusted.

12. Notifications
- Followers' notifications will now be displayed in the notifications list of [My Menu].

Other Improvements and Adjustments
- It is now possible to display/hide layers while editing decals with the Livery Editor;
- A gallery has been added to the detailed user information page in Discover;
- Some of the Sport mode penalties will also apply to Lobby races;
- Various other issues have been addressed.

Graphics

- Detailed grass has been added to Blue Moon Bay and its variants. @KingFrog
- Rubber marbles will now accumulate trackside on all Blue Moon Bay variants @Crazybutt198
- Spawn frequency of blue moon bay planes has been increased @dimassa19
- Density of gravel effects has increased on ALL tracks, Debris/gravel will now be tracked into the road by vehicles going offroad. Particles will continue to fall off the car long after leaving gravel pits, previously debris and gravel would be kicked up directly behind the vehicle. @VelocityX @KingFrog
- Smoke density has increased @dylpro
- AI that spins out will now yield to oncoming traffic when attempting to re-enter the course @daan
-Gr.3 Monza race jets now emit smoke in the colors of the Italian flag. @sumbrownkid
- Mclaren F1 wheel gap issue has been rectified
- The Nissan Skyline GT-R ( R34)'s Nissan badge has been replaced with the updated badge. Previously the car sported the incorrect badge. @PettyWingman - ( Welcome to GTP!)

Gameplay

As of update 1.13 its no longer possible to heal tires @Bruno Antunes
-Liverys will now load up offline in scapes before liveries would default back to the original if a user was offline. @mrnascar242424
- Cars sport new liveries in new GT league events ( The F150 Murica trunk lid and the Shelby American flag trim are awesome !) @oamoShotya
- The startup sound of Lamborghini Countach has been changed. (It sounds no longer the same as Veneno.) @PettyWingman


User interface
-The time penalty prompt for cutting the track now flashes red for a short time. @Wardez
-Course selection screen in arcade mode has been changed, condensing all track variants under one tab. @andrewhake
-Cursor at end of race defaults to " Start" instead of " Replay" @Lord Protector
-In the livery editor, the wheel paint option has been moved to the wheels section from it's usual place in the paint section. Additionally, after selecting a wheel paint, it will now stay on when selecting new wheels, allowing you to "sample" other wheel options in your preferred color, instead of reverting back to a wheels default hue. @Quakebass
-New "Cool Selections" has been added to the Discover page for every category @Coolsy101
-The amount of viewable items in the Discovery section, be it decals, liveries etc is now far greater. @Lebowski
- The number of trending/popular/etc. items displayed in Discover has been increased significantly. It now shows 1000 items at a time. @DigitalBaka

Is it me or are the engine sounds lower than before? Wearing earphones and it's definitely not as loud. Sound settings cranked to max.
 
Apparently they put persistent debris, present only in monza for now, even in the variants of blue moon bay ..
Can someone check if they are also present in the other tracks?

I had this a few days ago doing some sport qualifying. Engine just got more and more quiet. Quit and changed car but was the same
 
BUG: Effect sounds that play on Circuit Experience when you get a sector reward are now extremely loud. I don't know if this is new as of this update, but I went in there to do the new Monza circuit and it definitely woke me up.
 
What looks like the same tire particles we see appear on the track on Monza are now seen on the new Blue Moon layout as well. Not sure if any other tracks also get them.
Does anybody know if this is only a visual thing, or does it effect handling aswell.
I haven't noticed anything so far.

Additionally, after selecting a wheel paint, it will now stay on when selecting new wheels, allowing you to "sample" other wheel options in your preferred color. (It used to be that the colors would revert back to the stock options when browsing other wheels.)

I haven't noticed anything so far.

So far I think it's visual only. Maaaaybe there's a slight effect on grip, but that might just be placebo effect. The marbles do accumulate throughout the race though.

Shame too, I was hoping PD finally added a dynamic track feature a la iRacing.
