From what I can see, it's 2000km on one track/race (or 100 wins). Depending on if/what you are grinding, you could get the ticket multiple times

I just tried my Ticket 1000s again and got a Pescarolo Sport Pescarolo-Courage - Judd GV5 Race Car '04. That's the second car I've gotten from a Ticket 1000 that I actually kept - the first was a Ford GT40 Race Car '69. I've used my Ticket 1000s hundreds of times by the way.
