It's never going to be perfect of course but maybe the suggestion of running 197bhp with a higher weight would work better?
One class could be RM cars? Another, as Melluish says, higher weight cars, both classes within the 197bhp spec?
I enjoyed the race a lot, I had two cars prepared, the Tommy Kaira ZZ-S, (PP 499) which is a great little car, easy to handle and adding some weight only made it better. I could drive consistent very low 1:25´s with that car.
The other was the Opel Speedster (PP 492) which actually was the faster of the two, 1:23.xxx) but I never managed to control its tendency to understeer.
