That's not for clutch, that's there in case the throttle gets stuck. The driver can use It to unjam the gas pedal.

I thought that the Boot wasn't run because if they ran it, there was a section where there wasn't a wall on the outside of the track, I could be wrong thoughThey don't run the boot because it would reduce the number of laps, if the race distance wasn't increased (it wouldn't be).
Less total laps means the fans sitting around the track would see the cars less often. A longer lap means it would take a longer time for the cars to come back around into view.
