Would a 5 or 10 second penalty at the next pitstop work (added to race time if no stops left)?

NASCAR doesn't do time added. What they would do is then penalize the car to the last one on that respective lap.

That's not for clutch, that's there in case the throttle gets stuck. The driver can use It to unjam the gas pedal.

Iirc it's there in case the throttle sticks.

No problem. These usually show up on road courses as it appears to be an issue more often there then at Oval Races (Possibly do to the increased wear and tear)
 
They don't run the boot because it would reduce the number of laps, if the race distance wasn't increased (it wouldn't be).

Less total laps means the fans sitting around the track would see the cars less often. A longer lap means it would take a longer time for the cars to come back around into view.

The chicane exists solely to keep the cars from going too fast into turn five, where J.D. McDuffie lost his life in a 170 mph head-on collision with the wall back in 1991.
I thought that the Boot wasn't run because if they ran it, there was a section where there wasn't a wall on the outside of the track, I could be wrong though
 
Seeing Hamlin's hood missing is a combo of "oooh engine porn", "This is so gonna end up on Jalopnik" and realizing that a synthetic camry is creepy looking when it takes damage
 
Sigh, Gordon another terrible run. I would say money's on more likely he doesn't win a race this year.
