I have seen it happen before. Probably because they were so close to the end of the race and it was early on in the lap
During the Spa24 they sent a lorry up an active pit lane with cars queuing behind it and onto an active track. 2 laps later they did the same thing with a tractor, except the SC was out and the tractor and the cars behind it fed directly into the SC train.
Tis the point it's fast enough not to cause a hazard which would be the point of a safety car. The only people behind the main field was Austin and J smith and it's faster than them.
