Sadly, it's not going to matter. Only 13 cars will be eligible for the win because Truex, Patrick, etc. will be stuck on old tires and start in the back. Either you put them on the lead lap and effectively guarantee them the loss or you do the exact same thing but leave them off the lead lap.
