Next season have each driver submit a format with a 200 mile maximum length, then a random draw during the pre race to determine which format gets used

Will any of the lap down cars get to wave around the leaders when they pit? They only have to be in front of the ninth, tenth, or eleventh place drivers.

No, since no wave around occurred at the end of segment 1.
 
I think I would rather be the first car on four tires than the top 2-4 cars trying to hold them off on old tires.
