Stupid stupid idea. Stops safety teams getting on track fast.
If a crash happens past turn 2 on the final lap, they should be allowed to race back to the flag. The safety crews can go onto the track then while they're racing back without fear of a crash occurring with them out there (like if they were out there in turn 1). The exception is short tracks where it's too close to the finish line.

Needs to be all or nothing rule, no exceptions, especially since a lot of drivers don't know how to slow down responsibly.
 
Either race back to the line, or freeze the field the moment of caution, **** timing lines
 
Absolutely just freeze the field and leave it at that. Letting them race will bring back situations like this again. Not good then, and it won't be good now.

That's what caused them to change the rule on racing back to the line. That's also why the top lapped car gets a lap back, to make things even. TBH, a lapped car should only have the opportunity to get it's lap back if the car is within 2-3 seconds of the leader at the time of caution.
