You can buy them off eBay for a good $20, #30 per car.

Some were available in pre-order promotions DLC codes-- different cars from different venders -- most of those codes expired 1/31/11

Some were available in EU with signature or collector editions of the game.
EU codes will not work on a North American Game disc.

Speculation (speculation only) is that at some point PD will make them available for $ as DLC. Who knows -- Sony and PD do know how to make money though.
