So I understand the concept of doing the B.O.P in the races, to level the field as far as HP rating and weight!!
But why can't you adjust everything else, Trans, suspension ? AFTER all it is a tuning game

Racing game first and foremost and locking the tuning puts everyone on the same page with car set ups for the daily and FiA races. I wouldn't mind if PD tweaked a few of the car tunes for uniform tyre wear and speed though...

Plenty of tuned races to choose from in the lobbies but after a year of getting used to default tunes, I prefer locked tuning lobbies. Makes my racing so much simpler.

This is Gran Turismo, not Need For Speed Underground.

Locking the tuning keeps everyone on more or less the same page and prevents Billy Bob from coming up with a tune that works so well for the car / track involved that noone can touch him, even with the same hp and weight.
It's a means of keeping the racing close enough for anyone to have a shot at victory.
