It's because they've accurately modelled the sights but they can't replicate how they work because the bending of light rays isn't simulated. In real life they work like pinhole cameras and give the shooter a deep depth of field, meaning the target is sharply defined through the sight which helps their accuracy.
I use the holo sight on everything except bolt action rifles and sometimes CQB weapons. On the bolt actions I use the 8x because I find anything higher is useless as I never engage targets from that sort of range and anything less isn't quite enough, also I'm so used to them that changing the scope will upset my aim, it's taken me ages to be able to guess the appropriate aim on the first shot so I'm not about to change now! As for carbines and PDWs, I tend to use red dot sights more than holographics because speed is more important than accuracy most of the time.
I just remembered last night on one of the AM maps, my squad set up on a rooftop and annoyed everyone enough to make them an obvious target. I decided to join them and had a snipe-off with someone on another rooftop nearby who had managed to make himself invisible yet he could still shoot at me. Fortunately he wasn't very good, but a scout chopper took him out before I got a chance... I'm still bitter about that.
