I don't think it's accurate to say Grid 'strikes a good balance between all things we like in a racing game', given how it's completely unrealistic and undriveable for someone with a wheel, so that rules out anyone who's into sims. Whilst I agree that F1 CE is slightly 'dry', it does have pretty extensive set up options, so I'm not sure where you're basing your opinion on it from.
As for those expecting F1 2010 to be arcade rubbish, I feared this for a long time but recently i've come to believe that it won't be for a few reasons:
A - They've openly come out and said that the handling of this game is tailored to a very different audience to that of Dirt and Grid. Whereas in previous interviews about Dirt 2 they've tip-toed around the sim vs arcade question and given the typical PR answer of 'both', now they insist they're aiming for realism, but that they want to present it in a fun way that makes it accessible. That is fair enough.
B - With the sheer amount of detail they've gone into in creating the track surface - rubbering in the racing line, marbles off the racing line, the track being green at the start of the weekend and getting faster as it progresses, drying lines, cooling your tyres off the drying line, tyre wear, tyre blisters, tyre graining, flatspots (these have all been confirmed in the game), taking data from race engineers and using Anthony Davidson as their consultant - it'd be pretty pointless doing all of that if they were to turn around and make it handle like Grid again.
C - Several members of the Codemasters forum were at the press event unveiling the game and play tested it, all with wheels and the feedback has been very positive. What is clear from everyone who played it is that the handling is completely different to that of Dirt/Grid etc.
I agree, but im still careful, Codemasters made too much wrong this gen.
