I just hope that much of the DLC is updating the standard car to premium levels, and as such it would just update the ones you already own, and the ones you don't you'd still have to earn them.
I think they should be available in Arcade but have to be bought/won in GT mode. The thing is, there are a lot of problems that could potentially arise with DLC, pay or free. It could really send the online out of whack. They would have to match people who have the DLC, disable it completely, include it in a software update but keep it locked, or the worst option of using a placeholder car for the people without the DLC. I would hate not being able to race against someone just because one of us doesn't have the DLC. That is my biggest concern, not how soon you can use the car and where.
As for online you can use them agaist people who have them, can't against people who don't.
I don't see a reason to separate them as it's not like there will be an all out killer of the track, no matter what they put in there will be competitors we already have.
If I didn't get the DLC and was racing online and let's say a Alfa Tipo drives past, I would be in awe and want to buy it off of PSN myself. It would tie into real life to me of seeing a rare car driving down your street and thinking "meee want".

Dosent matter
The cars bought as DLC should not just be added to your garage. When you download them, they should be mixed in with the cars from the same dealer. For example: a new BMW from the DLC would go straight to the BMW dealer in the game. Not your garage. I would still rather pay for them in game and earn them.
This would be my idea of DLC for GT5:
1. As always, cars must be present in everyone'ss game data (installed data), so that everyone could race against each other seeing their DLC cars during race.
2. Car packs must be provided as game updates, maybe every 3 months, regularly deployed. (Assuming that a premium car needs 1 months to be made, a good pack should inlcude a premium supercar, and 3 to 4 standard cars). I don't know the "weight" in MB of a GT5 car, but today is really easy to find game updates up to 150MB each..
3. Every DLC car MUST BE A NEW MODEL! Real ones, younger than 6 months from the real manufacturer release, and possibly not always the n-th model of a skyline.. (great car anyway).
4. Newly downloaded cars (came secretely with the game update) would be then available:
- some to be purchased in manufacturers showrooms via PS-store code/real cash
- some with just regular game credits
- some as secret prizes for new competitions (obtained again with standard game upgrade)

Number 3 is a bad one. Sure new cars would be great, but there are a lot of older cars that should be included.
Exactly. Porsche could be one. Let's say PD got the liscense but only did brand new ones. What about the classic 'ducktailed' 911s? The recent, but not under 6-months-old 911s and Boxters, etc. The Cayenne, the Panamera? None of these would be included.
Should cars purchased as DLC be automatically added to your Garage?
