It would really make this game shine, and will probably make up the disappointments in the game, too. However, I doubt that PD will release this whether it's DLC or not. I say this because PD will have to make each and every track compatible, runnable, and possibly rendered to HD (I highly doubt this'll happen) on GT5. This process will most likely even last for many months, as most of those tracks exists only on older GT titles. If PD really does try to pulls this off either over a long period of time or just in a month, that'll be very extraordinary and miraculous.
