So you condone drifting on the track, but NOT on public roads...unless it's raining? Sure it's easier to "break lose" in the rain, but it's also harder to regain control.
Drifting is a new technique? Are you sure? I don't "dink" so...
How can you lose control going 20km/h? God.
"Oh no, wheel lock!"
"Oh dear god, we're going to slide 5 feet!"
"Nooooooo!"
All you have to do is gas it around a corner and, oh, look, you're sideways. Anybody who can countersteer in an AWD/4WD car going 20km/h should be able to keep control. Seriously, how do you lose control at such a low speed. I call it "let off the gas, roll to a stop" method. In my strange little world where you lose control going 20km/h that is.
