I'd say those are just two stray pixels. As for the girl to the left, white pixels can be seen around her ponytail, suggesting more white underneath.

I think it's a clock-tower. The white rectangles look like they may be clock faces, and the shape is definately right for a clock-tower.

Wait a minute now, a long time ago I saw someone had pictures of truly topless girls, but said they took it at the nurburgring. The quality of them was even lower than the ones at Monaco, but you could still tell. I'll have to see if I can find the thread/pictures/girls. If I remember correctly they were way off in the distance and could be see from the starting line area.

You can see her tanline and she has her top pulled under her boobs. Normally they wouldn't hang all the way down to the blue top. Unless she was 60. Which she definitely is not.
