They'll be competitive by the time that preseason testing is finished. They're still getting acclimated to the new engine and car. Some of the stuff I've read about it is very interesting.

I'd still give them half a season before we can expect anything to be honest.

Last year, Magnussen was 1 sec faster than Hamilton after the first week, so let's see. But it's nice to see Ferrari is reliable and pretty fast this year. Sauber's pace was also very good.

Now I hope that McLaren will find some seconds and reliabilty...

How many tests are there this season, out of interest? I assume there are more to follow, but I can't find any information anywhere.

Feb. 19-22 at Catalunya, Feb. 26-Mar. 1 at Catalunya

Then there's in-season testing at Catalunya on May 12 and 13, and the Red Bull Ring on Jun 23 and 24.
 
Mclaren may have a slow start in its collaboration with Honda but the latter's coming back to F1 is indeed one of the most talk about in the sport today. They are still positive to getting close to Hamilton. :)

None. Mercedes credit their open relationship with their customer teams as a big part of their success. They don't need to send Wehrlein to gather information because they will already get it from the team.
