So... there's a time penalty rule and a disqualification rule for not doing the whole pits thing and I'm a bit confounded as to which is which and why...

Is it 30s for not using at least two different dry compounds and DSQ for not stopping at least twice/using three different sets?

As I understand it, the time penalty is only if the race gets stopped early.

It's DSQ if you don't stop twice and use two different compounds.

6th Hadjar +1 Lap

5th place is a full lap ahead of 6th place. Vile.
And Hamilton isn't exactly close to the leaders.

What PaMu said. Per F1.com:

“Unless the race is suspended and cannot be restarted, failure to comply with these requirements will result in the disqualification of the relevant driver from the race results,” reads the section.

“For the race in Monaco, if the race is suspended and cannot be restarted, 30 seconds will be added to the elapsed time of any driver who did not, when required to do so, use at least two specifications of dry-weather tyre during the race, or who did not use at least three sets of tyres of any specification during the race.

“Furthermore, an additional 30 seconds will be added to the elapsed time of any driver who used only one set of tyres of any specification during the race.”

Yeah, Monaco needs a major revamp. If they are going to keep it on the calendar, they need to change the layout or do something more extreme because the fun around this race is OVER after Saturday. My take, get rid of the nouvelle chicane, at least that will be a long enough straight for some overtakes. Because even with this 2 pit stop experiment, it was a weird race and a still a bit of a ****show for me.

Anyway, well done to Lando for winning this one (yesterday)!! Guess we'll see if the new directive will impact McLaren's performance come Spain. If not, they have this WCC on lock cause that car works everywhere and there's been a McLaren driver on the podium for every race so far this year. It's crazy to think that 2 years ago they were dead last. What a turnaround and well deserved too!!
