In Greek culture yes, in Roman culture it was not tolerated quite as much. You might also be expecting too much in 1st millennium folk not being hypocritical.

I would hazard a guess that the hypothesis comes from a simple propaganda campaign.

"What's bad?"
"Earthquakes."
"We need an explanation for them. Whom can we demonise and put the blame on?"
"Sodomites."
"Brilliant. Buggery causes earthquakes."

It wouldn't be uncommon for a churchman or politician of the time to concoct such a story. It's ridiculous that it persists in some small quarters to this day though, as the original story above indicates.
