Probably because it's being rebuilt right now to the standards we see with the Nordschleife. I was driving this track in another game this afternoon, and while it drives well, it looks like something from the PS3 era. @Castrol96 the Mulsanne striaght was full of awful looking trees in that video. It did look like it needed a lot of work.
PD will have to capture entirely new textures for PS4.
GT5/6 had alot of PS2 remains.
Worth noting that La Sarthe is seen here. You can hear the new (at the time) sound for the Toyota TS030, so I'm certain this is GTS instead of GT6.

I don't know what part of it is "cartoony looking" as it demonstrated a fair accurate representation of sparks in real life.PD need to double down on these particle effects. Other games have them, but so often they're immersion breaking or cartoony looking.
There's no reason such tech couldn't be applied to dust clouds, gravel and other such things to add life to the track.
They're showing off their salsa moves in the UVT video. Muy picante! Spicy!The sparks are physics based as well displaying inertia. Looks damn good.
