Those are indeed the parameters you can adjust.
What I have noticed though is the surface water meter changing when resuming an endurance race, and I've seen it happening since the water meter was introduced, not just with 2.02.
Say you save it and the water meter was at 67%, when you resume the race and the first pan of the track comes up on the screen, the meter is either at 0 or 100%, then when the next pan comes on it'll switch to 67, and decrease gradually while you're looking at the menu. Even if it decreases to 0% while looking at the menu though, once you're out on the track it'll jump back to the number it was at at the time the save was made.
