As seen in the video showing all the cars, the 2013 model has slightly more horsepower and is a little lower. It's also probably lighter. So, unlike the two Bugattis there is a marketable difference between them. The Bugattis is just, one's a standard car from 2009 and the other's a premium car from 2013.
The 2013 is just like the 2011 but has the track pack installed. Something that can easily be done within the game.

So what is "flat floor" and why does it make such a marked improvement in PP?
A flat floor is basically, a flat floor. The bottom of the car is flat instead of, well, not flat. It increases PP because it's basically like any other aero piece, it improves aerodynamics. I'm sure someone else can give a better/more detailed description of it than me.

I wouldn't be surprised if the PP improvement is directly affected by the horsepower, weight, and ride height of the car, the lower the car is, the less air can get under to push it round, the heavier the car is, the less drag matters during high speed acceleration, and the more power it has, the faster the car can travel, the more drag affects it.... (A Prius going 60 is affected less that a Mustang or Viper going 175.)

I wish they could make aero parts weigh something. A Flat Floor weighs more than 0 kg...

A wing weighs like 3 KG, not 0 KG... etc. for PD being the perfectionist they are, I'm surprised the missed this. lol
 
Eeeeeeeeh... Someone have say as the weight of the Honda NSX GT500 Base Model?!?!? Does he have the same 1150kg punishable from EPSON NSX?

Near pictures of the 180SX? The headlights it is set as a premium?

I think we were told suspension DOES NOT change PP in GT6.

When air goes underneath the car and there are gaps it creates turbulence from the air getting trapped in those gaps which affects top speed and cornering (in road cars fuel economy). When the floor is flat the air gets pushed straight to the rear eliminating that turbulence.

Also when air gets pushed underneath the car it gets pressurized; the lower the front the more pressure created, more downforce generated. So in racing terms a flat floor is more valuable than a huge rear wing.
