If you're alongside and make/take away the apex that is fine
Passing under braking is where most passing is done.
but if you're doing a Ricciardo and coming from a ways back and sort of almost stopping on the apex, at times you're going to get hit. I see it a lot at Seaside into T2, guys a car length back so I take the racing line, I start to turn in and boom there's a slow car right on the apex.
I was within 0.2 sec, I was right on his bumper. IMHO, F1 has been neutered. Any pass, anywhere, gets those babies crying on the radio. I'm a MotoGP fan, where this pass happens all the time, sometimes multiple times in a lap, much less a race, never mind a season. If there's a gap, and I am going to make the corner without initiating contact, then it's fine. There's mirrors and radar for a reason.

"park it on the apex" thats what the defensive line is suppose to let you do.

Possession is 9/10ths of the law, and all that!!

Agreed though on previous posts, it's criminal how a penalty system can't judge when a car on the outside turns into the one defending the inside (whether protectively or attempting an overtake).

Whatever isn't punished is encouraged.

Speaking about those infamous penalties. I believe that, like aliens exploit the tracks limits at max, some (let's say not polite drivers) exploit the penalty's system. Lately I often got rammed out with no consequences for the offender. So, if the delta between the two cars is the right one, you can go home without penalties. Same if you hit the car in the front part of the side (avoiding the door panel). I totally agree with DG Luc Nodaro on the fact that to solve the issue PD just needs to increase the loss of SR for any contact and making difficult to keep the "S" for those who like to use opponents as a braking tool and "sideswap-ramm" everyone. That's the improvement I'd like to see in Spec III. There's too many SR S "dirty" drivers around. Revenge punts or "missing brake point" without taking evasive/avoiding action should be penalised way more than it actually is, imho.
Speaking of race C. I think I'll go with my "Gauloises" RCF for the weekend. Last time in TM reverse (ar 2 1/2 months ago) it was a real M6-Merc-GTR-R8 killer. It was used from less than 2% drivers (1.15% in fact), now lil more as it's 2.44%.
Btw I see an unexpected variety of cars this time in general, wich could give also good replays.
