le Plus petit could also mean the smallest (of all cars, in this case). It was made to be a milk-style cube truck, so there could've been longer wheelbases, but I doubt it. This is it. It is French. Remember, the sign has more to it.
It is a DIRECT clue. You don't have to have sharp eyes. It is point-less looking in the "PLUS PETIT que le PLUS PETIT" text.

Think about that...
 
You're 'point'ed in the right direction...

edit: Heck, it has to do with the arrow. Just look at the tip of the arrow. That gives you the name of the model.
 
Okay man! I'm not gonna help you out any more, I gave you the exact lcationg of 3 letters that form part of the name of the model, the rest of the name I will supply you, then you can search away or I can give you all hints on the manufacturer.

The same company made a more-known coupe called the 850 in 1966, powered by a 845cc 4 cylinder.
