It may just be like the previous 3 DLC updates where the content is in the patch, but it's not in the store until the next available store update.

Didn't Kaz say the March update would be delayed? This is probably it, or part of it.

Drastic Reduction in prize money

Drivers now have to earn Sponsorship in ASpec events - and they only last for a few game weeks. WHen you dorace and win though the sponsor will give you a boost to the soon to be drastically reduced rewards. (Down to about 20% of what they currently are. Online bonus will take it up to 40% of current levels... the Sponsorship patches fix onto your current race suit/helmet - but are lost if you change out of them.
Sponsorship patches are - at the moment fictional companies.

--- maybe even real life copanies - if they stump up the cash to PD to get their name on the tracks/cars/player avatars... PD can then roll this cash into a huge slush fund for the programmers to blow on trips to the hot springs, dancing girls and plum brandy - the rest of the cash they can just squander.

Maintenance does not mean or guarantee any DLC or software update, it just means the servers are going under maintenance . No point getting your hopes up until an actual DLC or update notice is given.
