Okay, it's not a garage, it's actually a crane.

It's on the Portland docks. If you know where the regular Import/Export garage is, rather than ducking left to enter the garage, continue straight towards the container ship (NOT the Cartel one you sink in Bomb da Base) - there is an area of ground painted with yellow parallel stripes - leave the vehicle there.

To complete this, you need to put ALL the emergency vehicles in there, ie.
- police cruiser
- ambulance
- fire truck
- police enforcer truck
- FBI car
- barracks OL
- rhino tank

The FBI car's a bit of a bastard - my tip is to complete the fire and police missions on all three islands so you have the flamethrower and the six stars near your base. I suggest the Staunton Island base, because you can restrict the 'supply' of law enforcement vehicles into the lower area. Helps if you've done some ambulance missions to get a health power up.

Do some bad stuff to attract police attention until you get 5 stars.

Once the FBI turn up, the moment the agents get out of the car, run the flamethrower over them (be careful to not blow up the car) and then sprint down the ramp to the stars - you need to quickly change weapons so you can sprint. With a bit of luck there should be charred bodies and the FBI car.

When you manage to get it, it's a good idea to put it in the garage to get repaired - the FBI tend to smash the cars up when they arrive, and the FBI car is pretty fragile.
