what will this mean for gt6 coming out on new console. as i think im correct in saying that first gt game on new console is not as good as second

First it's rumor and speculation. We have no clue if that is true until Sony confirms it. Personally, I'm ready for a new PS console but a lot of people would say otherwise.

I hope GT6 is on whatever system is out Fall of 2013, whether that is PS3 or PS4/Orbis does't really matter to me.
