Am I reading some of these responses correctly? You don't want an OPTION because of what people MIGHT do with it? How does this even make sense? Who cares how ugly people make their cars? The feature (if it ever comes out) is for you to enjoy and make the best of it. Do what you wish.
I can't even comprehend how this is a legit complaint about something. Like in real life, use your own custom "filter" and apply.

You only see the custom liveries for people in the race who are on your friends list, everybody else you see whatever the default color of that car is.
It worked for NASCAR 09 so I'm sure PD could easily do the same thing.
No, most of it isn't, but plenty of people who play GT are. I should have clarified that part, sorry.

OHM_fusion: While I see what you're saying, I think the reason people don't make a big deal out of the negatives is because they either don't see it or its hardly seen enough to warrent such worry. I sort of think you're really making it a bigger deal then it is really. You'd be amased at how the sim painting community is very self-governing. Pretty much every sim thats had the ability to do custom livery has a community that is very well policed, to the point that its non existant really so your concern comes off as abit of an unnecessary worry. The NASCAR 09 painting community for example was very policed in most of the places I've seen 9including the site I was at for a while), they absolutely had zero tolerance for it so chances are if someone did make something inappropreate, it was usually removed before everyone else saw it.

Nope. Still doesn't make sense. If I'm presented with a guy with an immature design on his car, I can simply kick him out of the room. We can do that right now, no? And it's not uncommon that we kick people out.The point was to show that the way people play the game can have an affect on the way you enjoy it. I dont' really care how people paint their cars offline, online is a different story.

You are also implying that there is a large community of immatures, since this problem is so relevant.Then you must have misunderstood my post. Because you seem to think that people are too immature to use a livery editor without creating lewd images, when in fact that almost never happens in the one game that does have a livery editor- Forza 4.
If you played Forza 4 online, I think you would realize this.
You show them off to your friends you race with & you show them off on various message boards via the Photomode.That wouldn't work the whole point of a livery editor is to show off your designs.

My somewhat (il-)logical views are that:
1) Sony prefers charging money for paint packs.
Maybe PD or Sony fears that people would do full body colour wraps that would kill the paint chip system. The next problem is that they could limit the spectrum of colour or its type (metallic, chrome etc) to combat the 1st problem and people won't be happy.
2) PD does not want to do so unless it's absolutely perfect and bug free. I don't think censorship is a big issue.
3) PD feels that its target audience is simply not interested. (Has a global poll ever been conducted?)
