Anyone in a position to not see a streaming video, like me at work, the EU Blog is going to be giving a live blog of the event. The US Blog had the best overall information from E3 in their live blog of anyone (Jordan focused primarily on GT stuff), so I expect this to be decent as well.

Yes, its for the PS3. According to the Playstation blog, Features include "Animated themes, a 'What's New' section and some other great interface changes.There will also be direct links to various TV services on the XMB -- for example, iPlayer in the UK"
