By special codes that are redeemed in the PS Store. You either have to buy them off eBay (unavailable in stores anymore) or make an extended trade with someone up here.
I think you get them from vouchers. It was included with the Collector's & Signature bundles of the game, but you can get them through Ebay or similar (be careful, as some people are scammers), as well. They're 6 Stealth cars.
There aren't necessarily 6. There were some you can only have on an NTSC account, and 6 from the Signature Edition for PAL users. But the codes I mentioned are on the vouchers you mentioned elitedriver. Hope I could help 👍.
