If he meant streaming from a disc/disk, it basically foregoes pre-loading the entire map into the system's RAM in favour of loading it in chunks instead from the hard drive or Blu Ray. If you've ever played GTA IV on a knackered old console and driven too fast you might've seen the textures pop-in as the hard drive struggles to keep up with demand.
I doubt he meant streaming over the internet, but some games do do that. Basically the same as above only not locally streamed. It's risky in a game like The Crew, where you'd fall through the map if it wasn't loaded in yet (then again with always online DRM you'd lose your connection before that could happen), but Outerra (PC) does it, possibly others, allowing a silly amount (multiple Blu Rays worth) of map data in total, but you only take what you need when you need it and it possibly (hopefully) removes stuff you haven't used in ages to keep disk use down.
The idea being that you don't have to load a huge amount of data into the RAM, leaving some free for other stuff like AI programming and physics, all that good stuff. And in case you're wondering why it loads the map data into the RAM at all, it's because moving platter media like optical discs or hard drives is slow whereas RAM is more or less instant, so you need to have a certain amount buffered for the game to run smoothly.
