Yup. The shop demos had a lot of damage and sparks. But they removed it for the final game.
Skip to 1:21 for some pretty impressive sparks. I actually wish the full game looked like this.

The option to turn on damage for A-Spec off line would really add so much more immersion to the off line events. Yeah, some people would complain but that's why it should be optional.
The visual damage is only for the benefit of replays in my view. I can't see it from the cockpit.

Exactly. Crashing/damage is what you want to avoid. Mechanical damage makes sense online as it punishes reckless drivers. I for one wouldn't care if we went back to GT4 with no damage. I never look outside the car unless I'm watching a replay.
