The panel of your new tv hasn't been fitted properly either at the factory or after a repair. It's come loose I can see the ribbon cable behind. If you got this TV cheap from PC world as stated in your other thread then this is why, it's possible this is why; it's probably been bought before and sent back to them for repair.

Hard to tell from the vid but I believe what your seeing is the ribbon cabling on the sides of the panel which should be behind the bezel. It does look like the panel has been fitted into the housing incorrectly or has somehow come loose.
